Although Landra Developments is a relatively young company, it is led by directors with decades of collective experience. Each director brings over 20 years of expertise spanning planning, development, land promotion, and housebuilding, with a proven history of guiding sites from early promotion through to the creation of successful, sustainable places across the UK.

Landra’s four directors contribute varied yet complementary viewpoints to every project. Their combined strengths in planning strategy, development delivery, land transactions, and housebuilding provide robust oversight throughout the process. This breadth of expertise allows us to challenge assumptions, make informed decisions, and ultimately secure the best possible outcomes and returns for our landowner partners at every stage.

Meet the team

  • Philip Rawle

    Managing Director

    is a Chartered Town Planner with 25 years of experience across the private and public sector.

    This included leading planning departments within two local authorities, setting up the Birmingham office for a national consultancy, and also setting up and running his own planning consultancy.

    Philip has worked in land promotion for the last 12 years where he has maintained an enviable 100% success rate of planning permissions or local plan allocations. Philip established Landra Developments in 2023 and has already assembled an enviable land portfolio.

  • Nevin Holden

    Nevin Holden

    Land Director

    Nevin has gained over 40 years of experience in residential land promotion. He is a Chartered Town Planner and an Associate of the RICS and has held senior positions within PLC house builders and land promotion companies nationally.

    Nevin joined Landra in January 2024 as our first Land Director focussing on securing planning promotion agreements and land acquisition for the business.

  • David Moore

    Development Director

    A Chartered Surveyor with 20 years of experience in property advisory and development. Most recently, David ran the strategic land team of St Modwen Properties Plc in the South West where he was responsible for a portfolio of 10,500 homes across 12 sites that were at various stages of the promotion, planning and delivery stages.

    David will drive value and ensure decisions are made with proper financial scrutiny and in partnership with the landowner and their agents.

    Vicky Bilton

    Land and Planning Director

    Vicky joined Landra in October 2025. A Chartered Town Planner with over 30 years town planning experience working in the private and public sector.

    For the last 12 years, Vicky has worked exclusively in strategic scale residential land promotion, having achieved local plan allocations and planning permissions on sites ranging from hundreds to several thousand homes.

  • Amelia Burgess

    Amelia Burgess

    Office Manger

    Amelia is our part time office manager. Amelia joined the business in February 2025 to oversee the day-to-day office operations and supports the team to ensure the smooth running of the business. She coordinates administrative tasks, manages office logistics, and maintains systems and procedures that keep workflows efficient.

  • Alan Foster

    Finance Director

    Alan is a Finance Professional with over 25 years’ experience working within companies in the land and property sector for businesses operating at both local and national levels.

    In 2016, Alan joined Lawrence Baker Ltd as Management Accountant and in 2022 was promoted to Finance Director. Alan has been FD for Landra Developments since the company’s inception in 2023 and plays a key role in the company’s financial planning and decision making.
